I couldn't get this first shot in these settings M F8.0 SS1/60 ISO 100 it didn't turn up no matter how I changed my SS

The first picture was changing my apurature. The settings are SS1/60 F1.8 ISO 100

The second one I changed my ISO and came up with this setting ISO 1600 SS 1/60 F8.0
